Job Summary

ROLE & DUTIES OF THE POST
Introduction to Role:

Waterford City and County Council operates and manages a wide range of public parks, open spaces and public realm areas across both City and County. These vary in scale from small local ‘pocket parks’ in both urban and residential areas to large scale formal public parks along with a number of Nature Parks.

It is a core corporate aim of the Council to maintain these facilities to the highest possible standard and in so doing enhancing the quality of life for our citizens and improving the aesthetic and visual amenity of the public spaces for all.

In addition, the Council maintains other green spaces such as verges, medians, roundabouts, open spaces and carries out seasonal planting in the urban areas, such as display beds, containers and hanging baskets.

The Executive Parks and Landscape Officer will work as part of the Presentation Team whose remit includes the day to day operation and management of the public parks, open spaces and public realm areas within the urban centres together with planning for the development and improvement of these areas with a particular focus on the three large urban areas – Waterford City, Dungarvan and Tramore.

The Executive Parks and Landscape Officer will work under the direction of the Senior Executive Officer and Senior Executive Engineer in the Environmental Services Department of the Council.

The person appointed will be expected to assist with, advise and supervise elements of the work of the operational presentation teams which are based in Waterford City, Dungarvan and Tramore, and provide advice to other departments within the Council on landscaping, and control of noxious or invasive weeds.

The person appointed will also be expected to contribute to the development and implementation of strategy, policy and standards.

Duties

Management of the Council’s public realm areas including the public parks and open spaces in accordance with best national and international practise to include:

  • Preparation, monitoring and reporting of the annual operational works programmes for the Parks, Open Spaces and Amenity Teams
  • Providing support to the Parks, Open Spaces and Amenity Supervisors in the performance of their duties
  • Procurement and contract management of supplies, services and works contracts
  • Control and monitoring of budgets
  • Implementation of the relevant Health and Safety at Work requirements
  • Managing the natural resources within the public realm including arboricultural management and biodiversity conservation
  • Management of the existing tree stock within the public realm to include preparation and oversight of the annual tree maintenance programme and new planting
  • The planning, design and management of improvement projects to the public parks and public realm areas
  • Consultation and collaboration with other Departments within the Council, community groups and other interest groups as required
  • Provision of reports to the Council, Council committees (including SPCs) and attendance at such meetings as may be required
  • Research and development of policy proposals
  • Dealing with and responding to correspondence from the public and representations from the elected Councillors within the prescribed customer care standards
Implementation of relevant actions under the Council’s Climate Action Plan
  • Responding to CRM and create work programmes that arise from these complaints
  • Advising on larger private planning applications
  • Identifying and implementing specialised training for Amenities to perform their duties
  • Carrying out other such duties as may be reasonably required from time to time

Qualifications:
CHARACTER
Candidates shall be of good character.
  • HEALTH
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
  • EDUCATION
Candidates shall hold a qualification in Horticulture, Landscape Architecture, Arboriculture, (level 8 or higher on the National Framework of Qualifications).
  • Experience, Etc.

Candidates shall also:
  • have not less than five years post graduate satisfactory experience of planning, design, development and management of one or more of the following: Parks, Heritage Landscapes and Gardens, Open Spaces, Green Infrastructure, Public Realm and Urban Design, Urban Forests, Sports Grounds, Recreation and Play facilities. .
  • process a high standard of professional competence and experience; and
  • have good communication skills, ability to work on their own initiative and as a team member
  • Candidates must possess a full clean driving license – Category B (car)

The Ideal Candidate will demonstrate: -
  • satisfactory professional knowledge and experience of public realm, landscape and urban design.
  • knowledge of the legislation, policies, procedures and regulations guiding the design, operation and management of the public realm.
  • knowledge of current recreational needs, interests, trends and facilities.
  • knowledge of the methods, techniques and requirements for the upkeep of buildings, facilities, grounds and equipment.
  • knowledge of the principles and practices in the management of natural resources within parks and open spaces.
  • knowledge of arboriculture
  • knowledge of public relations, possess good interpersonal and communication skills, and have the ability to engage with a wide range of people.
  • knowledge of the principles and practice of personnel and office management.
  • knowledge of public procurement processes.
  • knowledge and awareness of Health and Safety Legislation and Regulations,
their implications for the organisation, the employee, and their application in the workplace, and experience in the application of same.
  • knowledge of the methods and techniques of construction activities, including construction methods, equipment, specifications and contracts and experience in contract delivery.
  • competency and experience in the area of information technology with well- developed skills including graphic design.
  • ability to organise, evaluate and present information effectively both orally, graphically and in writing.
  • ability to schedule work projects.
  • a willingness to take ownership of problem-solving and lead where necessary
  • capacity to work on his / her own initiative.
  • an understanding of Local Authority services and structures or have the ability to quickly acquire same.
