Project Liaison Officer (SLNCR Greenway)

Your responsibilities

This role will work directly with the Arup Project Team and the Fermanagh and Omagh District Council Teams on the delivery of SLNCR Greenway https://slncr-greenway.com/ within County Fermanagh. The role will work in tandem with PLOs for SLNCR based in Sligo, Leitrim and Cavan County Councils. Focused specifically to the needs of the project within the boundaries of County Fermanagh, the Duties of the Project Liaison Officer shall include, but not be limited to, the following:

  • Provide information to stakeholders on the SLNCR Greenway scheme proposal and the procedures involved in the development of the scheme
  • Outline the manner and the extent to which individuals and / or their property may be affected.
  • Discuss an optimum route through the holding of an individual landowner to minimise impacts on their property, whether it is a farm, residential or other type of property. Work with the Arup Design Teams to minimise the impact of construction works on farm operations.
  • Inform interested parties of the opportunities to be involved in the planning process and to have their views and submissions considered by the planning authority when deciding on whether to grant consent to the SLNCR Greenway scheme development.
  • Outline the procedures whereby work is to be undertaken as a consequence of the construction of the SLNCR Greenway are agreed between individuals / those acting on their behalf and the project promoter, i.e. accommodation works concerning matters such as access, fencing, drainage, planting, etc.
  • Provide information on the programme of work for the completion of the SLNCR Greenway.
  • Provide contact details / mobile number to farmer / landowner and be available at all reasonable time.
  • Seek to provide information in a clear and easily understood format. Provide drawings and maps in circumstances where planning has sufficiently advanced to accurately depict the likely effects of the SLNCR Greenway scheme on a property holding
  • Provide information to stakeholders affected by the Project in relation to, inter alia, proposed land take, proposed accommodation works and the statutory processes e.g., by providing maps and information.
  • Agree access to privately owned lands for Contractors carrying out advance works and surveys (both intrusive and non-intrusive) as part of the Project. Adequate written notice shall be given to affected stakeholders.
  • Confirm, in writing where necessary, to affected stakeholders that Contractors acting on behalf of the Local Authority to carry out the above works have the necessary insurance in place to indemnify the stakeholders in the event of personal injury or material damage.
  • Agree, as soon as possible, the nature and extent of accommodation works required for each affected stakeholder for inclusion in the Project design and/or environmental evaluation.
  • Assess the accuracy of land ownership records held by land and property services and confirm these records with individual stakeholders. Attention should be given to determining private rights-of-way and other burdens which may be affected by the Project and may require inclusion in the compulsory acquisition of land schedule. In instances where access to lands cannot be obtained by agreement, provide alternative options and look at the potential use of local government powers to access lands.
  • Make all reasonable enquiries to establish the identity of landowners where no reliable records exist (e.g. unregistered land).
  • Act as the primary point of contact / intermediary in dealings between Fermanagh and Omagh District Council, Arup, the contractor(s) and affected stakeholders in areas such as access, disruption to services and disturbance/nuisance during construction.
  • Ensure that any environmental evaluation mitigation measures relating to land & property are implemented.
  • Ensure that stakeholders have reasonable access to their lands at all times during the construction of the Project.
  • Maintain accurate records of stakeholder engagement through a database.
  • Ensure that pre-construction surveys on properties and monitoring of wells during construction are carried out to the satisfaction of both the Local Authority and the affected stakeholder.
  • Assist the property valuation advisor and the Local Authority legal team in cases where the matter of compensation for compulsory acquisition of land has been referred to arbitration.
  • Developing a purpose driven relationships, formal and informal, with a wide range of stakeholders.
  • Inform the Local Authorities of progress on the Project liaison and provide such information necessary for these Local Authorities to make informed decisions.
  • Agree accommodation works with the Local Authorities.
  • Use of Microsoft packages to prepare databases, reports, programmes, letters, and spreadsheets. The use of drawing review packages to review design drawings. The use of other IT packages as and when required. Operate a range of project delivery tools and software in the delivery of projects.
  • During construction and subject to funding, the post holder will also act as the first point of contact if individuals should encounter difficulties regarding; the development of the SLNCR Greenway scheme proposal and the procedures involved; The timely implementation of agreed accommodation works; The nature of the accommodation works to be undertaken; The contractor’s response to any disruption of access or services occurring during Greenway construction.

General:

  • To ensure full compliance with all Health and Safety at Work legislation in accordance with Fermanagh and Omagh District Council’s Health and Safety at Work policy and all associated procedures and guidance and to be an advocate for high standards of Health and Safety performance
  • To comply with all Fermanagh and Omagh District Council’s Policies and Procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol.

  • The postholder will be expected to be flexible and adaptable to meet the changing needs and requirements of the organisation. The above list should not be seen as an exhaustive list of duties and the postholder will be expected to undertake other relevant duties, as required.

Your Education/Profile

Essential Criteria

  • A degree, or equivalent qualification, in a Construction related Architectural/Engineering discipline and two years’ relevant experience.
  • Or four years’ relevant experience if post holder does not hold relevant qualifications.
  • Experience of project liaison with stakeholders in particular landowners, public, businesses, statutory authorities within the infrastructure sector.
  • Management / Coordination / Delivery of construction projects to deliver high quality outcomes to meet targets and deadlines.
  • Working knowledge and application of funded projects
  • Ability to prepare comprehensive reports and recommendations.
  • Competence in the use of IT and Microsoft Office packages
  • A current valid driving licence and access to a form of transport which will enable them to carry out the duties of the post in full.

Desirable Criteria

  • Competence in the use of AutoCAD
